Comprehensive opioid prevention, medication-assisted treatment, and long-term recovery support for Wayne County residents.

Federal Grant Program
State Opioid Response (SOR)
Detroit Wayne Integrated Health Network was awarded State Opioid Response funding in 2019 as a measure to reduce overdose deaths related to opioids in Michigan. The program encompasses prevention, treatment, and recovery services targeting all aspects of substance use disorder care.
The grant programs provide funding to expand access to OUD prevention, treatment, and recovery support services. Approximately 300 uninsured and underinsured individuals receive direct treatment services for opioid use disorders in Wayne County each year through SOR-funded programs.

SOR Programs
Evidence-Based Prevention
Programs funded under this project have evidence of effectiveness in preventing opioid misuse, opioid dependence, or opioid deaths. Selected practices include Botvin LifeSkills, Prime for Life, Guiding Good Choices, Strengthening Families, and Project Toward No Drug Abuse.
Overdose Education & Naloxone Distribution
Prevention providers order Narcan through the MDHHS portal or DWIHN inventory. Distributions target law enforcement, corrections, faith organizations, and community venues. Initial training is required from the SUD Director or Prevention Manager.
Peer Outreach & Linkage
Peer Recovery Coaches provide referrals within outpatient settings such as FQHCs, urgent care, emergency departments, and shelters for individuals presenting with an OUD or Stimulant Use Disorder. Quick response within 24 to 72 hours with motivational interviewing approaches.
Mobile Care Unit
Street-based outreach via retrofitted vans providing counseling, therapeutic, and physical health services to transient individuals with a substance use disorder. Units include intake, screening, and private counseling areas.
OUD & Stimulant Use Disorder Treatment
Direct treatment services for uninsured and underinsured individuals in Wayne County. Services include case management, group and individual therapy, medication-assisted treatment, and transportation assistance.
Recovery Housing
Providers increase access to recovery supportive housing including rapid re-housing with rental assistance for individuals with limited income. Recovery homes provide safe, structured environments using peer recovery coaches.

Program Outcomes & Reporting (GPRA)
GPRA (Government Performance Results Act) interviews are required for any client receiving SOR-funded treatment and/or recovery services. Interviews are conducted at intake, discharge, and 6-month follow-up. Required programs: Recovery Homes, Jail-based MAT, and OUD/Stimulant Use Disorder (StUD) SUD Treatment.
Data must be entered within 1 day, and no later than 7 days, after the interview date.
